31 or 44 phonemes

"The structure of English vocabulary consists of approximately thirty-one phonemes (fundamental units of sound recognized as meaningful by native speakers of a language) and the rules of their combination."
Critical Theory Today, Lois Tyson.

I have learnt that there 44 English phonemes.

Please, why does the author of the above book state there are 31 English phonemes?

Thanks.
