Are these 3 sentences correct?

This isn’t that small (of) a house. (Is of optional?)

Why does it have to be raining today?/Why does it have to rain today? (Which is correct?)

Her face rings a bell slightly. Something tells me I know her. (Can you use slightly with rings a bell? Is the second sentence natural?

This isn’t that small (of) a house. (Is of optional?) Technically, no. It is part of the phrase. But you will hear people saying it without.

"of" is not required. It is inserted by some US speakers. To me, as a BrE speaker, it sounds like a horrible error. I believe that some educated AmE speakers may also dislike it.
