3 questions about grammar

Hi

These are some questions I met last week, could you help me?

The first one,

About this sentence: " As he (was always concerned about the environment problems), the young man (decided to join) an environment protection organisation after graduation." Well, the brackets were blanks, and the words enclosed in brackets were my answer.

Can I repalce the answer with this: "As he (has always been concerned about the environment problems), the young man (had decided to join) an environment protection organisation after graduation."

Are the two answers both correct, why?

Second one,

When should I say "help to do" and when to say "help do"? I'm always confused ;p

Like this: "We need to helpyoung people while they are still at school (develop a sense of responsibility)."

Why not "to develop" ?

The third,

Look at this: "To be a part of this event, all you need to do is enter your favourite article."

"enter your favourite article", is this a imperative sentence or just a "to do" phrase with a hidden "to" ?

Remove problems, and just say that he was always concerned about the environment. You can also say that he has always been concerned if you wish. The context in which the sentence will occur is what determines whether decided to join or had decided to joinis better. Both are grammatical, but only context will tell us which is more appropriate.

In that case, if it were up to me to make a guess, I'd answer without had. I'd just say decided.
