--- Does it mean that the fighters are checked if they didn't take any medicals which could help them in a fight and this guy didn't have his blood or urine tested?
In his home state of California, Diaz is
licensed for medicinal marijuana use, but it does not excuse him from testing by state athletic commissions when it comes to MMA.

I take it to mean that he's already serving a suspension, but then it says "that will be handed down" so if it "will be handed down" why they say that he "serves out" like it was happening right now?
