2019 was a great year for music fans.....

This is the beginning of an article published at the end of November 2019:

Nov 26, 2019 - 2019 was a great year for music fans — these are the songs that moved us the most.

My question is this:

Don't you think that the author should have used the present perfect, that is, "has been," since, at the time of writing, we were still into 2019?
