20% or by 20%

Is there any difference between "The salaries rise 20%" and "The salaries rise by 20%." I also wonder if "The pay was raised 20%" is wrong and why. Thank you.

They all seem fine as far as grammar, but 'Salaries were raised' seems more natural to me in all cases. The first two mean the same.
