2 sentences connected by "that"??

Can someone tell me if these are correct?

He considers that people smoke in public places wrong.

He considers it wrong that people smoke in public places.

Are these grammatically correct? Someone told me that these are just two complete sentences connected by "that" to make one sentence.

The first is incorrect.

But even for the second (which is correct) I would substitute a for ... to ... construction.

It is wrong for people to smoke in public places.
He considers it wrong for people to smoke in public places.

Compare:

It is good for people to take vitamins.
They consider it good for people to take vitamins.
