2 questions please

You have to plan, is that correct that "to plan" here means to plan goals? Although I admit it sounds strange. I will add the video maybe that might help to understand better. (video at 4:13)

Which you've already done - I understand that the preacher tell the people in the audience they already applied discipline, correct? otherwise I have no clue to what this sentence might reffer to.
