2 questions on English vocabulary?

What's the difference between the verbs "to test"and "to test out"?

For example, the aim of this task is to test your knowledge of vocabulary. In order to test out his new theory, the scientist has taken over the university laboratory.

And my second question is: what does the phrasal verb "to take over" mean in the last sentence?
