2 grammar structure from the book Hobit

"The oftener you appear in my halls the better shall I be pleased." (taken from Hobit, J.R.. Tolkien)

Firstly, I am perplexed by the word order in the second sentence. Should't it be there I shall be instead?

And what is this grammar structure called? Such as: The more you learn the better you pass the tests.

Secondly, there is also one sentence left I am somewhat bewildered by the word order in the sentence below.
"How on earth should I have got all that treasure home without war and murder all along the way, I don't know."

Why it isn't I should have got?

I thought so as he certainly uses a lot of old-fashioned exppresions, words as well as grammar construction of sentences.
