2 ESL sentence building questions, using or not using comma

Should I use a comma or not when combing sentences?Why and why not use a cmma?

Q1.
Yesterday I saw a boy.
He was hit by a speeding car.

a. Yesterday I saw a boy hit a speeding car.
b. Yesterday I saw a boy, hit by a speeding car.

Q2.
Many people congrtulated the man.
He had just won the lottery.

a. Many people congrtulated the man who had just won the lottery.
b. Many people congrtulated the man, who had just won the lottery.

Please tell me which answer is the right one and why.

Q1. a. Yesterday I saw a boy hit by a speeding car.-- You saw him hit; you saw the action

Q2.

a. Many people congratulated the man who had just won the lottery.-- Which man? The man who won
b. Many people congratulated the man, who had just won the lottery. -- They congratulated him. Why? Because he won.
