2 drains in the sink

Is this sentence correct and does it make sense and is it natural?
There are always 2 drains in a sink. One the base and one at the top just in case the sink fills up faster than it can drain it.

I would say more to make the picture clearer. Also, you need a verb in the second sentence. There are always two drains in a sink.
