2 complicated sentences I don't know how to say properly

Could you help me say these 2 sentences properly please?

1 If you pay an estimation of cost rather than what you really consume in electricty per month, you'll be paying more. If you pay exactly the amount of electricity you use you won't pay as much as if you pay an estimation of what you use in electricity.

2 More and more people have been telling me that I look younger and younger as the years go by.
