The shirt is 2 centimeters too long .
Does it mean" the shirt is 2 centimeters longer" ? Whatis the meaning of "too" here?

The shirt is overlong by 2cm.

It is 2cm longer than he wants it to be.

(Personally, I don't see what difference that would make.)
