'10.30 pm' vs '10:30pm'

Mister Micawber,

Is this the 'new' way of writing time? The colon is no longer used (we now use a single full stop between the numbers), and we place a space between the number and 'pm':


10.30 pm (instead of '10:30pm')

9.15 am (instead of '9.15am')
