10000 of people

Hi,

Wildfires were raging on the outskirts of Athens today, destroying homes and forcing 10,000 of people to flee.

Does "10000 of people" mean "10000 people" or "tens of thousands of people"?
If it's the former, can I remove "of"?

Thanks in advance
