Essay & Composition Writing

1. translation. 2. ~~, is it not

Although polar bears are powerful marine mammals, able to swim a hundred miles or more nonstop, they're too slow to catch a seal in open water. But when ice forms, they can walk out to a hole near where the seals are swimming, then sit and wait for a seal to pop its head up to breathe.

Q) The underlined part sounds weird to me. is it not? I think it should be 'for a seal that pops(or poping) its head up to breathe,' shouldn't it?

Q2) I said in Q1 'The underlined part sounds weird to me. is it not?'

Is 'is it not' what you would say in that context? or what could replace it? (e.g. what do you think?/ what about you?/what's your opinion/idea?)
