1 Sentence--Conditional

If they (whatever words you decide to use) can be combined, then the above construction is possible.

Is this a hypothetical if clause or what? It depends on the words you choose to determine if they can be combined...

To me, it's closest to 'conditonal 0'. (most likely is a conditional 0 sentence) You can slightly reword the sentence to read Whenever they can be combined, the above is possible. In 'conditional 0' you can replace if with when or whenever.

I agree! I just read over the zero conditional, and it looks most like the present zero conditional. Only, instead of the present simple in the if clause, a modal exists.
