In this case, the word means (usually) a financial interest; the subject matters to you because you stand to make or lose money. (Most people do find money very interesting.) Example: the town council is discussing a proposal to choose a contractor to build the new performing arts center, and one member's daughter has just become engaged to a man who owns one of the companies being considered for the job.  He has  what is called a "" and should not vote  on the matter. (Or perhaps, he has just found out his wife is cheating on him with a man who owns one of the companies. In that case, he might find it more difficult to declare his interest.)

Hm.... Why not? Is he an upright council member? And is "a man who owns one of the companies" the same person?

A man who is supposed to vote on which contractor should get town business. That man has a personal relationship or a connection in some way with one of the contractors who may get the job. That man should make it known that he has a conflict of interest -- and therefore not vote.
