This may be just my preference, but I would tend to say 'point three three percent' to avoid a misinterpretation in the listener of 'thirty-three percent' (i.e., 33%-- without the 'point'). On the other hand, I'm not sure that's any less likely to be misheard.

I would say "one-third of one percent". If you need the accuracy, use the above suggestion.

The suggestions above are fine.
Personally, I might even read it "thirty-three hundredths percent".
Likewise, sometimes I read "0.7%" as "seven tenths percent", and so on.
This may just be an idiosyncracy of mine.

Actually there is a rule, a mathematical rule that states the numbers after the decimal point are to be read one digit at a time. Not as a group. And I believe this rule transcends languages. Don't ask me what the rule is...that was a long time ago.

So 0.33% can be read as:
point three three OK
zero point three three OK

But not as:
point thirty-three NO
zero po

CJ, it's not your idiosyncracy...that's how you read the fraction! For instance 7/10 is read as seven over ten or seven tenth.
