0.03937 inches or 0.03937 inch? Can anyone tell me which is correct?

Hi, there should be a "rule", which was suggested by some kind of standards organization if I am not mistaken, that says you should use the singular for measurements that are less then 1. But as far as I know, most people (uber-geeks and professionals included) find that odd and use the plural anyway. I use the plural.
