I'm an ESL also. So, I know the frustration when people don't get what we're asking! Sometimes it takes a lot of effort to make them to understand the question. Ok, so I think that when you say " won't" you want to make an affirmation. Like " He won't go to the party". So, with that being said, you can't affirm something if you are actually asking.
