I do not understand the above sentence especially 'some fear'....
what does 'some fear' mean in this sentence?

The whole sentence is as bellows.

The banks have incompatible obligations - to maximise profits for shareholders and meet ministers' lending demands - while the government is already effectively shouldering their risks and liabilities (one reason why nationalising the banks should not have the impact on national debt some fear).

It's not good style or clarity to have both dashes and parentheses in the same sentence.
In fact, some people would argue that in formal writing one should have neither.

Maybe so, but this book has got dashes all over the place and a good many parenthetical remarks, though not usually in the same sentence. This sentence looks like an exception.
