What should be the correct phrasal verb here? What is the difference b/w them?

#2 Somebody must be made accountable for/ accountable to the securities scam.

Same question here again.

Here both are correct or only?

#4 Who will provide ............to the poor of this country?

You could say simply 'He is adequately provided for'.
