What is meant by 'moral outrage' here

Legislators acting in response to moral outrage seen on television and during street protests and being apparently influenced by the importunate gaze of victims of crime from the gallery, does not augur well for sound law-making.

I know what moral means and what outrage means, but I can't seem to understand what moral outrage means here. Please help me.

Does moral here have nothing to do with morality? Can it also mean outrage stemming from morality?

In the following

Brandon spent the entire trial looking shocked and morally outraged that anyone could get away with expecting personal responsibility of him. In the end, he was convicted and served four months house arrest.

When you see the blatant wrongdoings and injustices that are ignored and not dealt with then you may become angry, frustrated because of that. You may express your anger by the protest which can be described as "moral outrage".
