I don’t think it is used much outside of England, but it is a slang expression there. It has two uses: a somewhat unimportant argument between two people or groups; and a ‘tea party’ (a gathering of a social nature to ‘break bread’—regardless whether buns or scones are served.)
If you picture two people throwing cakes or buns at one another, you can imagine how non-threatening it would be.
