Is this sentence right? I think"no". It is in a book written by non-native English speakers.

Based on that, the author must be meaning that someone is calling the phone number for the emergency services in their location. You could say that they must call the emergency services.

I don't recognise that as correct English. If it's supposed to be an instruction (which is not completely clear), it should be "Call the emergency number/services".
