The problem is "is". All you have is a linking verb. There is no voice associated with sentences that have only linking verbs (though we call them "active" by default).

All you can do is invert the word order, but that's not changing the voice. X is Y ("active') > Y is X ("active").

What is your name? / Your name is what?
His name is Rob. / Rob is his name.
Eisenhower was the president at the time. / The president at the time was Eisenhower.
