#1 Don't hate the poor.

Passive 1: Let not the poor be hated.(Book)

Passive 2 : Let the poor not be hate.

#2 Don't tease him.

Passive 1: Let not him be teased.

Passive 2. Let him not be teased. (Book)

In #1 "not" is placed after "let" while in #2 "not" is placed after pronound "him. Why so? what should be the correct postion of "not"?

No. Basically, imperatives don't have a passive form. 'Don't be hated' has very limited use.
