What is the difference between

1.She is too shy to speak to me.  

And

2. She is shy to speak to me.

Similarly,

3. She is too afraid to speak to me.

And

4. She is afraid to speak to me.

Are all the same ? If not, then please tell me the difference between them.

She is afraid to speak to me. The fear is absolute. At this time she won't speak to you under any circumstances because of her fear.

She is too afraid to speak to me. The fear is relative. If she were less fearful she might speak to you, but she is beyond that limit regarding the amount of fear she has at this point, so she won't speak to you
