I would Really appreciate your guidance Regarding this question :

I need to use an appropriate term for the ( …….?) who legally transfer lands to related organization for industrial use ( industrial parks construction ), could you please tell me which term should I use for this case
P.s : the land owner could be any governmental organization that's why I cannot find a general term .
I kind of want to refer to the ex-owner of the land ( which could be any governmental organization ) , can I use something like :

1- Land Assigner
2-Land source authority
3-Land make over source
4-Land Transfer authority
5-Land Transferer Organization
6-Land surrender???

Actually I should use a general term and its for formal documents ..."previous" does not work here
as a non-English speaker I need to know the difference between aforementioned terms
