This sentence grammatically seems correct. But what if Mrs. Cindy is unknown to speaker?

Than what should be the correct form to say a name of person who is known to speaker A Mrs Cindy or Some Mrs. Cindy ?

Yes Cindy is the last name. But if we use Name instead of person's last name for example Mr. John. does it changes the sense? I mean in that case also should we use A Mr. John and Some Mr. John ?

In my experience, it's not natural to refer to someone as eg Mr John, if John is not the family name / last name.

In your context, if you don't know the family name / last name, you might say eg a John something, some John something.
