I have a doubt in the following
The importance of the Modi visit to Japan can be gauged by the fact that the Japanese Prime Minister accompanied him during much of his programme there. The Chinese President landed in Ahmedabad and went sightseeing with Mr. Modi.
Here the importance of the visit is being measured in terms of the attention he got from Japanese Prime Minister.That means are we already pre-decided that the visit was important and we are giving reasons why it was important, by using can be gauged by ?
Or
Are we yet to decide whether the visit passed this test in which the criteria was garnering attention form the host and we have just mentioned this to let the reader know what our criteria is?
