When we use the coordinate conjunction 'and', agreement on number is always the plural
,while when we use the coordinate conjunction 'nor' or 'or', agreement on number abides by the number of the noun nearest the verb

I believe that OD is referring to the "rule" which says that if one of the elements is plural (in this case "boys"), also a plural verb should be used.

When in doubt, I suggest rearranging the sentence so that it conforms to both rules:

Neither the girl nor the boys are present.
