Please look at the following sentence and the underlined part Mumbai is a pioneer in urban conservation. It is the first city in the country to implement heritage conservation rules in 1995. Is it grammatically correct? I mean is it correct to use simple present to describe past? As here, 1995 has been used that means it is past but still simple present has been used. And does the usage of is in this "It is the first city in the country to implement heritage conservation rules in 1995." mean that it still is the only city to implement the rules ? Thank you.

'It is' should be 'it was'. Unless other cities implemented such rules later in 1995, there should be a comma before 'in 1995'.
