Please look at the sentence below
Tension had long been mounting in Sunni-majority parts of Iraq. When it broke on June 10, violence spread with the force of a flash flood in the desert.
Within 48 hours of seizing Mosul, Iraq’s second-biggest city, Sunni rebels had barrelled down a 200-mile stretch of the Tigris river valley, scattering troops loyal to Iraq’s Shia-dominated central government and threatening Baghdad, the capital.

In the above sentence why has past perfect been used here
"Sunni rebels had barrelled down a 200-mile stretch of the Tigris"
Can simple past not do the job?
And also can we start any sentence with Past Perfect?Because we need to have simple past first only then can we use past perfect,but here the sentence has been started with past perfect. Please help me.
