Please tell me what is the difference between these two sentences.
1.The minister did not say how many miners had been in the mine when the accident took place.
2.The minister did not say how many miners had been in the mine when the accident had taken place.

1.He said he had not met her as he had left for office.
In the above it means that he couldn't meet her as he had left for office.That means his leaving office was before he could meet her,so we have used past perfect twice.
