"I am my father's second child" or "I am the second child of my father." would be the correct ways to say this.

But I see that you want to know how to ask a question to get this response. This is not done very easily in English. (Birth order is not as important in English-speaking cultures as it is in some places, which might be why we don't have a clear way to ask

I think that in some countries, birth order has considerable social importance. I wouldn't say this is true in the US or Canada.
