I think all of your sentences are correct, but yes, your second sentence shouldn't have a question mark at the end. It should have a period/full stop, because it's a positive sentence, not an interrogative.

In 'Will you lend me your pen?', you are requesting the person(you're talking to) to give you the pen.

In 'He borrowed my pen.', you are
