What do I say to express that?
The building is under construction.
The building is under decoration.

I think there is room for style here. I might put it this way.

There are some workers putting new decorations on a building. But, they are not allowed to go into the building. Why? Because of the presence of hazardous chemicals that were used for deco.

are those sentenses gramatical?

While they are all grammatically correct, only 1 and 3 would be used. 2 would be "The building is being decorated."
