Kiran, ramesh and srikar are among those who HAVE BEEN closely associated with the RSS.

Can we use are instead of have been i.e. who are closely associated with the RSS?? If we cannot use, please me the reason briefly.

Okay but my but my doubt is

Kiran, Ramesh and Srikar are among those who have been closely associated with the RSS.

Can we use are instead of have been i.e. who are closely associated with the RSS?? If we cannot use, please me the reason briefly.

You can use 'are' if they are now associated. 'Have been' with no further time reference suggests that they no longer are associated.
