I must correct my question...
when a noun comes after "take",does the meaning of this phrase indicate the act of doing that noun
my second question is separated from the first...
I mean for example take control or take step...these phrases somehow make the verb of the noun
(step is a noun and to take step means to step somehow)
am I right?

Take has a variety of meanings. Do you mean "name" or "noun?" None of there mean "doing" the object:

The weather was so nice that we took dinner on patio rather than in the dining room.
John can take Jimmy to the zoo.
Don't take yo

Take control = do actions that will put the situation under your control.
It is not the same as controlling something; it is gaining control.

Take steps = do actions that will lead to a goal. (The took steps to secure their house before the storm.)
It does not mean to walk. (as in "step softly")
