Q1: Some of plants in this store require very little care, but this one needs much more sunlight than those

Q2: The teacher decided to fail the student with the grounds of his poor performance in test and too slow progress

In Q1, I choose D because I think after this one we use this or that. It look more balance. But the correction is A.
In Q2, I choose randomly ^^ The correction is B

We do things "on" grounds. "On" is idiomatic with "grounds", that's all.
