2.He is the first person to have achieved this.

1..He is the first person to achieve this.
This means that he may have achieved this a long time ago and no one else has achieved this so he is the first.
2.He is the first person to have achieved this.
This means that he achieved this long ago and others have also achieved this so he is not the only one to achieve so we use sentence 2
