Technically, "talk" is an uncountable noun. Talk is stuff.
"Talking" is a gerund. It refers to the action of talking.
There's not really much difference in this particular case. In my opinion, "talking" does stress the action a bit more.

Such expressions are usually kept as short as possible. It's faster to say 'Less talk, more walk'.

It's also, I think, derived form the saying 'Talk the talk, and walk the walk', which does not contain the gerund forms.
