"Wearing on me" (eventually resulting in becoming "worn down" or "worn out" ) means to tire someone out, either physically or mentally, by difficulty, repetition, boredom, or anything related. "Bouncing ideas off [someone]" means to discuss ideas and brainstorm with another person. It doesn't even imply that the other person is actively contributing ideas; they might only be interpreting and judging the ideas that you provide.
