This one is correct. Of course you'd need prior context to justify the use of "would."

This is in statement order, and is incomplete as a statement.
You might say, "She wondered when she would get a new pen." (This is not a question!)

When would she get a new pen, if she were to lose the one she has now.
When will she get a new pen? (She has lost the one she used to have.)
