"Would" is used in the sentence so I'm not sure "when" can be used consider the present tense is used afterward.

Who in their right minds would/will buy the old one when/if the new one is/was available?

What are your thoughts?

Hi, It's OK. Use would buy and is available . When and if are synonymous in your question, by the way.
