'india beat pakistan' in sentence like this...is the word 'beat' relates to past or present. how one should take it since headlines are always written in present tense.

It's a regional (including AmE–BrE) distinction. And I don't see that one is more proper than the other. For Indian usage, I think you can trust your reputable Indian newspapers.
