So, what do I do when I want to put(why didn't you tell me)into formal writing without using the contracted version? I have to say: Why DID you NOT tell me.

Both are good and mean the same. Also, both can be used in writing. Perhaps the second one would

be considered slightly more formal by some people because it is not contracted.
